United Kingdom minister offers parliament new vote on any Brexit deal

David Davis

In practice, this means MPs will vote either to leave the European Union with the deal Davis has negotiated, or leave with no deal at all. However said that if the Commons votes against the bill the United Kingdom will leave without a deal.

Shadow Brexit Secretary Kier Starmer said that "This is a significant climb down from a weak Government on the verge of defeat".

MPs will be given a take it or leave it vote on any Brexit deal covering citizens rights, the so-called divorce bill and a transition period, David Davis has announced. Tellingly, it comes as the government try to persuade Tory rebels to play ball over the EU Withdrawal Bill which returns to the House tomorrow - and this concession is aimed directly at an amendment to that nature from Dominic Grieve.

"If we don't have a withdrawal agreement we can't have a withdrawal agreement bill, full stop".

"This also means that Parliament will be given time to debate, scrutinise and vote on the final agreement we strike with the EU".

The British government will offer parliament a take it or leave vote on any final European Union departure agreement, Brexit Secretary David Davis announced Monday.

He also said, "the agreement will only hold if Parliament approves it".

Soubry told the Guardian: "The government is preparing for a hard Brexit - no deal".

Parliamentary committees will begin scrutinising the Withdrawal Bill on Thursday.

"I welcome the announcement today that parliament will be asked to approve any withdrawal agreement by statute but it remains the case that the bill as drafted does not reflect what the government is now promising - and the bill will therefore have to be changed to meet the government's promise", he said.

A confident government wouldn't have conceded like this the day before the Brexit debate was due to come back to the Commons in earnest.

"With less than 24 hours before they had to defend their flawed bill to Parliament they have finally backed down", he said. "They need to accept Labour's amendments that would ensure transitional arrangements, and protect jobs and economy from a cliff-edge". Before Remainers get the prosecco out, it's worth noting that Davis said in the event of a "no deal" scenario, MPs and peers would not have any vote as there would not be anything to have a bill based on.

Sir Keir's letter went on to point out how cabinet ministers, including Foreign Secretary Boris Johnson and International Trade Secretary Liam Fox, had appeared to make statements that contradicted her Brexit plans as set out in a major speech in Florence earlier in the year.

And it matters because it demonstrates that the government was unlikely to be able to persuade enough of their own side to vote with them to keep the show on the road this week.
