BT Openreach pledges fibre for three million premises by 2020

Openreach has said it will "accelerate" is fibre-to-the-premise (FTTP) plans for super-fast broadband by upping its commitment to now provide 3 million homes and businesses with fibre connections by the end of 2020.

So far, the company has only brought its FTTP technology to 500,000 homes and businesses across the United Kingdom, mostly in rural settings where fibre-to-the-cabinet isn't an option.

Speaking on BBC Radio 4's Today programme, the head of BT Openreach, Clive Selley, has said that the firm is "getting on with the job" as it looks to roll out superfast fibre networks to homes and businesses alike.

Openreach is owned by BT but is independent of the formerly state-owned company.

"We are accelerating our plans to build FTTP to three million premises by 2020 which sets the course to reach 10 million by the mid-2020s with the right conditions". Birmingham, Bristol, Cardiff, Edinburgh, Leeds, Liverpool, London and Manchester will make up the first phase of the programme, dubbed Fibre First, Openreach said.

Selley insisted that Openreach will build "fibre first" wherever it can in future, including in rural areas. The previous figure was just two million.

Openreach, whose FTTP network now covers 500,000 homes, said it expects the cost of the ramped-up rollout to be around £300-£400 per premise passed. Openreach says that its needs support from Communication Providers (CPs), central and local Government as well as regulators to deliver key enablers, which include: achieving low build and connection costs, achieving rapid take-up of and generating revenue from the platform and having a supportive regulatory and public policy framework.

"We think that BT's announcement will have little impact on the attitude of Ofcom", ahead of the decision on the wholesale rates, Jerry Dellis, an analyst at Jefferies, told Bloomberg in an emailed note, estimating an incremental capital expenditure hit for BT from the fibre plan at about £350 million over the next three years.
