Trump's infrastructure plan doesn't favor Gateway tunnel project

"This fake proposal will not address the serious infrastructure needs facing this country, so our potholed roads will get worse, our bridges and transit systems will become more unsafe, and our tolls will become higher", Rep. Peter DeFazio of OR, the top Democrat on the Transportation and Infrastructure Committee, said in a Saturday radio address.

The White House provided some details in a background call with reporters over the weekend and his administration has provided other guidance in recent weeks. "President Trump is changing the paradigm, challenging the system to modernize and bring American infrastructure into the 21st century".

Only $200 billion of that, however, would come from direct federal spending, according to White House aides.

The $200 billion in infrastructure spending will be paid for by reductions in spending in other federal programs, including other transit funding and grants through the Transportation Investment Generating Economic Recovery program, that will be outlined Monday with the release of Trump's federal budget.

He was meeting with state and local officials at the White House later in the day to drum up support.

"What we really want to do is provide opportunities for state and local governments to receive federal funding when they're doing what's politically hard, and increasing investment in infrastructure", DJ Gribbin, Trump's special assistant for infrastructure, said to the United States Conference of Mayors last month.

The original funding agreement with the White House called for the federal government to pay 50 percent of the $30 billion cost of replacing the Portal Bridge and building a new rail tunnel under the Hudson River. For rural projects, block grants would be established to allow governors to identify projects meriting funding. Projects that already have dedicated non-federal funding sources would be more likely to receive taxpayer money.

In a preview to its "infrastructure week" blitz, the administration said Sunday it plans to split the $200 billion in new federal spending in half, with $100 billion in "incentives" for matching dollars spent by state and local governments on infrastructure.

However, the U.S. provided Iraq with over $600 million in humanitarian funding for the fiscal year of 2017, according to U.S. Billions of dollars poured into Iraq after the 2003 USA -led invasion that toppled dictator Saddam Hussein.

In addition to the financing component of the plan, Trump wants to significantly streamline the federal environmental review and permitting process for infrastructure construction projects, which they say can often involve several different federal agencies that can drag the process out.

Currently, the process can take five to 10 years.

"It's also time to rebuild our crumbling infrastructure", he said in the address in January.

Trump has not ruled out a gas tax hike and some in Congress have said they are open to the idea.

The spending measure that Trump signed would fund federal agencies through March 23 and extend the government's borrowing authority through March 2019, the report added.

It will now be up to Congress to discuss the proposal and Trump will host lawmakers from both parties at the White House on Wednesday to make his case.

President 's budget for the 2019 fiscal year surpasses $4 trillion and seeks big increases in money to combat the opioid epidemic and billions for his long-promised border wall.

It will propose as well that states that accept federal funds for infrastructure projects would have to accept workers with out-of-state skilled-trades licenses on those projects. A growing number of Republican congressional leaders have called for spending and regulatory reforms to welfare programs and Medicare and Medicaid, critics say those cuts could be used to fund their tax and infrastructure programs.

In a brief synopsis of the budget released by the White House Sunday evening, it said it "imposes a fiscal discipline on Washington spending that many in today's political climate reject, yet which remains more important than ever".
