Speaking in the White House Cabinet Room Monday, Trump vowed to find out who is responsible for the attack that reportedly killed at least 40 people. Trump's homeland security adviser, Thomas Bossert, noted the timing of the suspected chemical attack - nearly a year to the day of the USA missile strikes.

After a deadly sarin gas attack on the rebel-held town of Khan Sheikhun that killed scores of people in April previous year, Trump quickly ordered a retaliatory strike. He added: "Everybody's gonna pay a price".

Trump had earlier said that Syrian allies Russian Federation and Iran may also bear some responsibility for the alleged chemical attack on April 7 in the rebel-held town of Douma, near Damascus, in which at least 40 people were reportedly killed.

Russian Federation ultimately bears the blame for repeated chemical weapons attacks in Syria, Foreign Minister Julie Bishop says.

The Syrian government, in a statement posted on the state-run news agency SANA, denied the allegations.

Human Rights Watch has documented dozens of chemical attacks by government forces since the Khan Sheikhoun attack. "The Syrian authorities and Russian troops will provide conditions to travel to the areas of the alleged incident for them to familiarize themselves with the situation", he said. Although the agency said it was likely "an American aggression", US officials said the USA had not launched airstrikes on Syria.

With negotiations dragging on, the Syrian government may have decided that it was time to force the issue.

An early-morning strike on a Syrian government air base in the country's centre killed 14 fighters, including Iranian forces allied to the regime, a monitoring group said on Monday.

The preparations follow a pattern of evacuations around the capital and other major Syrian cities as the government reasserts its control after seven years of war.

Then, during the meeting with top military leaders, he said the weekend assault "will be met and it will be met forcefully". The new USA draft says the council "will thoroughly assess how to take action" on its conclusions, and reaffirms the council's previous decision to take action against violators under Chapter 7 of the U.N. Charter, which includes sanctions and can be enforced militarily.

Trump was set to get a briefing and have dinner with military leaders. "And I'm afraid I won't be able to come back".
