David Davis says parliament vote can not reverse Brexit

Theresa May is to asks MPs to show unity this week as the Government's Brexit legislation returns to the Commons this week in a crucial vote.

Earlier Phillip Lee - who quit as a justice minister to oppose the government on Brexit - received a round of applause after he set out his stance.

Theresa May has averted an embarrassing defeat over the government's EU Withdrawal Bill by giving MPs a say on the next steps for Brexit if she fails to secure a withdrawal agreement by the end of November.

"The Brexit secretary has set out three tests that any new amendment has to meet - not undermining the negotiations, not changing the constitutional role of parliament and government in negotiating worldwide treaties, and respecting the referendum result".

But Solicitor General Robert Buckland publicly implied that Government would be accepting part of Grieve's amendment, and said that a "structured discussion" would take place with rebels.

The government also managed to block the meaningful vote amendment, that would have meant a softer Brexit.

The concession on a meaningful vote came after intensive horse-trading on the floor of the House of Commons, with chief whip Julian Smith shuttling between Tory backbenchers during debate on Lords amendments to the EU Withdrawal Bill. "A meaningful vote is not the ability to reverse the decision of the referendum".

Remain-supporting Conservative MPs had threatened to back an amendment to the bill which would have given parliament a more widespread veto.

She won a succession of votes on Tuesday overturning Lords amendments, including one which would have removed the date of Brexit on March 29 2019 from the text of the Bill.

In a concession, the government promised that lawmakers would have a say on what to do next if there is no agreement with the European Union, or if Parliament rejects the deal offered.

The European Union Withdrawal Bill, meant to enact Britain's exit from the bloc, has had a rocky ride through Parliament.

Britain's highest-selling tabloid, The Sun, which is owned by Rupert Murdoch, addressed lawmakers directly on its front page, saying they faced a choice between "Great Britain or Great Betrayal".

"Anything that undermines the government at home will make negotiations with the European Union more hard", May told a meeting of her cabinet. The Daily Express thundered: "Ignore the will of the people at your peril". Brexit-backers objected as it would have all but removed the no-deal nuclear option from negotiators' arsenal.

Anna Soubry, a pro-EU Conservative MP, said she knew of one legislator who would not vote with their conscience because of "threats to their personal safety" and that of staff and family.

"I absolutely trust what the Prime Minister says to us", he told BBC Radio 4's PM programme.
