He is the second senior cabinet minister to quit within hours following Brexit Secretary David Davis's exit.

What appears to have kickstarted the resignations, however, is May's reintroduction of "collective responsibility", a British convention which means ministers are formally banned from disagreeing with government policy, including the Brexit plan.

- Davis, 69, was a surprise appointment to May's cabinet when she took power in 2016, shortly after Britons had voted in favour of leaving the European Union.

Opposition lawmakers, meanwhile, said that this was a big blow for the prime minister.

British Brexit Secretary David Davis has resigned from Government, effective immediately, United Kingdom media reports say.

Former Conservative MP Stewart Jackson campaigned for Leave in the 2016 referendum.

Jacob Rees-Mogg, the leader of a group of Brexit supporters in the Conservative Party, signalled that he would not vote for May's plan, apparently agreed by the cabinet at Chequers on Friday, if it came to a vote in parliament.

Asked whether Mr Raab was signed up in full to the plan agreed at Chequers, Mrs May's official spokesman told reporters: "The Government's position was agreed on Friday".

Davis' resignation was followed by that of Exiting the EU Minister Steve Baker.

Born to a single mother and brought up on a public housing estate in London, Davis went on to study molecular and computer sciences at Warwick University in central England.

Even if the prime minister were to be replaced by a more passionately Leave-supporting minister, there is no parliamentary majority for the sort of no-deal Brexit being pushed by May's Brexiteer critics.

George Freeman, May's former policy chief, said on Twitter that a "no deal" Brexit "just got a lot more likely".

"May's Brexit means BRINO - "Brexit In Name Only" - a fake Brexit", said John Longworth, co-chairman of Leave Means Leave.

Denying that he wanted to unseat the prime minister, he said he would now "argue for being as firm as possible".

After the hours-long meeting at Chequers, May seemed to have persuaded the most vocal Brexit campaigners in the cabinet, including Davis, to back her plan to press for "a free trade area for goods" with the European Union and maintain close trade ties.

After Cameron resigned following defeat in the Brexit referendum, Davis was appointed back into government by May, Cameron's replacement.

It won the backing of one other prominent Brexit campaigner. Conservative MPs have repeatedly told Business Insider that there is likely to be a challenge against her once Brexit negotiations conclude and Britain has left the European Union next March.

She will face them at a meeting of the party later on Monday.
